They are really intended to force UA’s to refresh volatile information, not keep UA’s from being retaining information. If the specs were always crystal clear, there wouldn’t be much point for sites like StackOverflow. This is a good example of why you need to go beyond the specs. Somehow caching is causing a huge issue
